After experimenting with Creative Cloud Desktop Client, deleting my license files, re-installing PS, deleting OOBE - with no luck I finally found a solution. Vaguely remembering needing to use PainteR's 'Adobe Update Management Tool' a long time ago, I pulled it up and tried pointing it to the patch file to no avail. Then I realised under Options you can change the engine to 'Cloud Core'. Lo and behold, the update finally installed!
So, the full steps are:
1. Install Photoshop (or other Adobe product) as a trial with your internet connection disabled. If you already installed it (doesn't matter how), you can skip this step.
2. Grab Adobe UMT from here and run it.

3. In Adobe UMT, go into Options and select Creative Core (Based on AAM 8.0) > Apply > Back.
4. Click on Install Offline Updates and browse to the AdobePatchInstaller.exe patch executable included with this release in the Update folder. You can also download future updates through the tool (Download Offline Updates) or via ProDesignTools (Google).
5. Hit Run and watch that baby finally install.
6. Use the included PainteR patch (Adobe CC 2015 Universal Patcher) and select your product from the list and Patch. PS - If you already activated using X-Force, use the PainteR patch anyway.
7. Enjoy
You cannot use the X-Force activation method if you wish to update from base version to newer version, otherwise you will receive a 'License Mismatch' message instructing you to re-install the application.

Photoshop actions:

Adobe identifies actions by using the extension '.atn.'
